Investigating the Impact of Implementating Iran’s Health Transformation Plan on Maternal and Neonatal Health Indicators in Selected Hospitals in East Azerbaijan Province

Abstract
Introduction: Health systems carry out reforms to provide health promotion. Measuring the effects of reform is one of the ways to determine effectiveness and will be the basis for improving the situation.
Aim: This study was aimed to exploring the effect of implementing iranian healthcare revolution on the maternal and child health indicators with focus on the type of delivery at the Selected Hospitals in east azarbaijan province.
Material & Method: This descriptive study was conducted in 2017 based on a before and after study design. The research environment included 8 teaching, therapeutic and private hospitals. Systematic random sampling is used to select 800 cases in two periods before and after the implementation of the reform plan. A researcher-made checklist was used to extract data. Data were analyzed by SPSS-v22 using descriptive statistics, t-test and chi square test.
Results: The mean age of mothers in both periods was 27 years. Most of the participants had no previous childbirth and had diploma and underdiploma education. The natural childbirth rate increased from 34.5% (before the revilution plan) to 44.2% (after the revolution plan) (p <0.05). The maternal and neonatal deaths decreased from 0.3 and 0.8 percent to zero and 0.5 percent, respectively. There is a signnificant difference between the height and weight indices of newborns before and after the health. (p <0.05).
Conclusion: The findings indicated a significant increase in the normal delivery rate with the implementation of revolution plan in Iran's health system. Also, maternal and neonatal mortality rates have fallen. These results can guide policymakers to decide on the continuation of the program and its review.
