dc.description.abstractAbstract: Introduction: For many reasons, including the increase in the elderly population and the low capacity of the public sector to cover all the health needs of the elderly, especially in the primary health care sector, it is necessary to use the capacity of non-governmental sectors. Aim: The aim of this study is to develop a framework for providing primary health care services to the elderly with a public-private partnership approach. Methods: First, with scoping review, the experiences of public-private partnerships in providing primary health care to the elderly were examined, then, using semi-structured interviews, the opinions of 18 experts were reviewed. In the next step, the initial framework was designed using the results of the previous steps (reviewing texts and interviewing experts) and consulting with experts. The validity of the designed framework was assessed by Delphi method. Results: Finally, 10 experiences of public-private partnership were examined. The framework is in the form of a 5-step process and includes 9 main sections (1. Needs assessment to provide primary health care services to the elderly, 2. Infrastructure and necessary backgrounds, 3. Assignment methods, 4. Transferable care, 5. Methods of identifying non-governmental sectors, 6. Methods of evaluation and control, 7. The most important requirements required for the contract 8. Methods of payment, 9. Measuring the consequences and achievements )) Was finalized. Conclusion: The framework designed in this study can be used as a guide for the authorities and provide a platform for improving the quality and quantity of primary health care for the elderly.en_US
