dc.description.abstractIntroduction: The out of pocket, payment is one of the financial source in the health system, which nowadays has caused catastrophic expenses for many households. Purpose: The present study aimed to investigate the amount of out of pocket payments and the resulted high costs with other effective factors after implementing the Health Reform Plan in Tabriz in 2015. Method: At first data was collected through systematic review in PubMed, Scopus, and Web of Science databases without time limitations in September 2015. Standard inputs were included in all studies that measured out of pocket payment data in low-income and middle-income countries. Then the World Health Organization (WHO) questionnaire, which is consisted of three parts, was used to collect the data. In this study 400 households were selected for sampling. The Data was analyzed using the STATA14 software. Results: The results showed that the out of pocket payment average proportion to the affordability of family was 13.2 percent with the minimum of 0% and a maximum of 233.33%. The amount of out of pocket payment of the family was about 2.07 million Rials per month. Conclusion: Finally, Health Reform Plan has been accomplished with emphasizing on the achievement of the health requirements of the people. Based on the results of the current study and comparing them with similar studies conducted before the health system development plan, it is safe to say that the Health Reform Plan has been able to achieve its goal of “reducing the amount of the out of pocket payment”.en_US
