The survey of relationship between HSE indicators and HSE culture in Shabstar industries

Abstract
Introduction: The results of the research to identify the causes of major industrial accidents confirm that most of the accidents and near miss have occurred as a result of unsafe acts that have been formed in an incorrect safety management system with a low level of safety culture indicators.Therefore, safety culture as a special new approach in safety management is getting more attention day by day. the present study examines the relationship between HSE indicators and HSE culture in the industries of Shebastar city. Method: The current descriptive-analytical study is cross-sectional. The target population studied is the industries with the relative classification of large, medium and small with the number of 43, 43 and 250 cases respectively. Sampling by stratified cluster method for each industry and the sample size is 5, 5, and 25 by selecting 10% of each cluster in a simple random manner from large, medium, and small industries, respectively. The research tool is a questionnaire including HSE culture questions and a section of demographic information of the studied subjects, and the mentioned questionnaire is derived from internal studies with acceptable validity and reliability. Another part of the study is to examine the status of the most important HSE indicators mentioned and included in the special form for visiting industries, including the items mentioned in the retrospective and prospective indicators evaluation checklist. Finally, the relationship between HSE indicators and HSE culture in the industries of Shabestar city was investigated by Spearman's correlation test. Results: The status of the overall HSE culture in all three small, large and medium industrial groups is in a favorable condition (total HSE culture <2.5). With increasing age, work experience and promotion of organizational level of the study participants, the level of HSE culture increased (P<0.05). Among HSE historical indicators, in small industries, the average score of "percentage of trained employees" (P=0.001), "percentage of examined employees" (P=0.028) and "percentage of workshops with occupational health organizations" (P =0.001) was significantly lower than medium and large industries. A significant difference was found between prospective HSE indicators in three industrial groups (P<0.05). The status of prospective HSE indicators in small industries was significantly unfavorable compared to other industries (P<0.05). Conclusion: The results of the study showed that the state of HSE culture in all industrial groups is in favorable conditions. The status of HSE indicators in small industries is unfavorable compared to large and medium industries. Promotion of HSE culture in industries can be effective in improving HSE indicators. According to the results of the present study, it is necessary to take basic measures to improve HSE indicators in different industrial groups, especially small industries.
