Evaluation and ranking of non-governmental health organizations registered in the Ministry of Interior in terms of intervention in social health

Abstract
Introduction: NGO (Non-Governmental Organization) refers to any voluntary non-profit group of global citizens who operate at the local, national and international levels. Since the issue of health is very important for different societies and has been raised as one of the fundamental rights of individuals in international documents, considering the fact that governments alone are not capable of providing health expenses and implementing various health programs. In the future, the need to use voluntary and spontaneous people's forces in the form of non-governmental organizations becomes especially important. Considering the importance of the role of non-governmental organizations in maintaining and promoting the health of the society, and also considering the need for a mechanism to evaluate and rank non-governmental organizations, we believe that our study will be titled "Evaluation and Ranking of Non-Governmental Organizations" health registered in the Ministry of Interior in terms of intervention in social health" to increase the efficiency and effectiveness of the country's health sector.
Methods: The conducted study is a cross-sectional descriptive-analytical study. The statistical population included all health non-governmental organizations affiliated to universities/faculties of medical sciences and health care services in the country and the studied sample of health non-governmental organizations registered in the Ministry of Interior. The sampling of the study was full-numbered. First, based on the indicators specified in the ranking and evaluation form of the non-governmental health organizations affiliated to the university/faculties of medical sciences and health care services of the country, the degree of compliance with the indicators was evaluated by evaluators approved by the Ministry of Health. In the next step, the monitoring indicators of health non-governmental organizations registered in the Ministry of Interior in different areas for the year 1400 were extracted from the Department of Non-Governmental Organizations of the Ministry of Health. After calculating the total score of each of the health non-governmental organizations, the health non-governmental organizations were ranked using SPSS-23 software. In the following, the relationship between the structural indicators of health non-governmental organizations and the ranking of health non-governmental organizations was investigated using SPSS-23 software.
Results: A total of 980 non-governmental health organizations affiliated to universities of medical sciences of Iran were evaluated by evaluators approved by the Ministry of Health, of which 704 (71.8 percent) received their activity licenses from the Ministry of Interior. . The scope of activities of the organizations is classified in three levels: city, province and national, out of 704 organizations, 309 cases (43.9 percent) are at the city level, 317 cases (45 percent) at the provincial level and 78 cases (11.1 percent) were engaged in activities at the national level. The highest average score obtained by the organizations (70.32) is related to the index of the use of volunteer forces and the lowest average score (5.69) is related to the index of international relations. The highest average total score obtained was related to the provinces of cluster 1 (Tehran) with an average of 64.64.
Conclusion: The present study was designed and conducted with the aim of evaluating and ranking health NGOs registered in the Ministry of Interior in terms of intervention in social health. The highest average score obtained by the organizations was in the field of using volunteer forces and the lowest average score obtained by the organizations was in the field of international relations. Semanas affiliated to universities in Tehran province obtained the highest average total score. The results of the statistical tests used in the current research showed that as the (geographical) range of activities of the organizations expands, the average total score obtained by the organizations increases. In the analysis of the performance scores based on the clusters of the provinces, it was determined that the organizations of cluster 1 had the best performance and the organizations of cluster 3 had the weakest performance.
