Developing a plane for assessing fitness to drive in Iranian elderly

Introduction: Different countries in the world have specific policies and frameworks for measuring and promoting driving skills in the elderly. Therefore, the present dissertation was conducted with the aim of reviewing the processes, models and policies of competency assessment and driving promotion in the world and presenting a program to assess the competence of Iranian elderly drivers using the opinion of experts.
Methods: First, by conducting an scoping review, the experiences of different countries in assessing the fitness to drive of the elderly were reviewed, then the opinions of 16 experts were reviewed using semi-structured interviews. Then, using the results of the previous steps (reviewing texts and interviewing experts) and consulting with experts, the initial framework was designed. Finally, the Delphi method was used to evaluate the validity of the designed framework.
Results: Finally, 24 studies of the experiences of other countries were reviewed and after conducting interviews with experts and expert panel meetings, a program to assess the driving competence of the Iranian elderly was developed. The program consists of 9 main parts, including the basic age of elderly drivers, items for assessing the driving license of the elderly, license renewal procedures, validity of the license, temporary suspension or conversion of the license to a conditional certificate in elderly drivers, policy makers, executives and license renewal process executors. Conclusion: The program designed in the present study can be used as a guide for policy makers and stakeholders of road traffic accidents in Iran to increase the effectiveness of assessing the driving skills of the elderly and to increase the safety of elderly drivers on a large scale.
