Development policy analysis of the specialised center for the development of knowledge related to traffic and road accidents

Abstract
Abstract Introduction: The "Development of a specialised center for the development of knowledge related to traffic and road accidents" policy has been in the implementation stage for about five years. It has not been analysed and checked; therefore, this study analyses and evaluates the specialised center's development policy to develop knowledge of traffic and road accidents using scientific and principled approaches. Methodology: The present study is a qualitative study with a case study approach that aims to analyse the policy of "Development of a specialised center for the development of knowledge related to traffic and road accidents." The "Policy Triangle Framework" model has been used for policy analysis. In order to collect data, literature review, analysis of existing documents and semi-structured interviews with stakeholders and experts were used. The main participants of the present study were officials, stakeholders, experts, and people aware of this policy at the national and provincial levels. Individuals were selected by the purposive sampling method. Conventional Content-Analysis was used to analyse the data. Results: The findings of this study were obtained in the form of four sections: context, content, stakeholders, and process. The context section identified the role of health system policies in traffic accidents, the economic burden of traffic accidents, traffic culture, and social interventions. The most important result was the economic burden of traffic and road accidents, which refers to the significant economic damage to traffic accidents to the government and the health system; this policy has played a significant role in resolving this problem. In the content section, this policy is the most critical identified goal. In the stakeholder analysis section, the main finding is the non-financial motivation of all stakeholders and the factors involved in this policy. Of course, all stakeholders also had an obvious, informed and positive impact, which was also one result of this study. Finally, in the process section, as an agenda for the problem flow, excessive load due to traffic accidents and lack of specialised training in traffic accidents were identified. The implementation of the transformation plan in education, experiences, and activities of research centers and high political commitment to reduce traffic accidents was achieved for the policy process. Finally, for political processes, government support, the Ministry of Health's support for reducing traffic accidents, and the existence or support of experts or influential people in medical universities resulted from this study. As a research gap, the development of education and knowledge related to traffic and road accidents to Land Use Policy of higher health education in Iran was presented. In policy evaluation, this policy's most significant weaknesses and challenges were economic problems and individual dependence. One of the most important results in strengths was the support of government officials during the implementation and approval of the policy and utilising the collective wisdom of experts. The most important achievement of this policy is to create safety thinking and play a role in the country's macro-policies. Conclusion: According to reviewed texts and experiences and researchers' results, for the first time, the development policy of the specialised center for the development of knowledge related to traffic and road accidents was scientifically analysed in this study. Officials, stakeholders, policymakers, and trustees can use the results, findings and good information provided by this study in this field to promote and develop this policy and subsequent policies.
