Developing managerial and policy interventions to control and prevention of water pipe Smoking in Ahar and Horand

ABSTRACT
Objective: Water pipe smoking (WPS) is a common health concern all around the world. Smoking prevalence is increasing in many countries despite three decades of prevention and control measures. In fact, smoking needs special rules in order to be prevented and controlled .The purpose of this study is to identify managerial and policy interventions which affect preventing and controlling WPS worldwide.
Method and Material: This study was conducted in four complementary steps: First, a systematic review was conducted via searching international databases including PubMed, ISI Web of Science, EMBASE, Scopus, Science Direct, and Ovid from 1990 to August 2018. The extracted interventions analyzed through content analysis approach. In second step, the local interventions identified through interview. In third step, the extracted interventions were prioritized.In final step a policy brief was prepared for priority interventions.
Results: Out of 4343 retrieved records, 38 studies were selected as the main corpus of the study. The extracted interventions were placed in two main categories, namely management and policy interventions. The category of management interventions was related to the prevention and control measures of WPS. The category of policy interventions focused on the enactment and implementation of legislatives and policies to control WPS in national and international levels. In the next objectives, 5 managerial and 3 policy interventions were extracted. Then, 3 interventions were selected as priority intervention.
Conclusion: Our findings indicate that governments are ignorant of this important social and health crisis, and very few measures have been taken to control WPS. Informed interventions, especially among school-based and adolescents can lead to promising results in preventing and controlling WPS. There is a need to design restrictive interventions, strengthen the cooperation among parties and strong implementation of legislations.
