The Effect of Iranian Health Insurance on the health services utilization in Tabriz, Iran 2015

Abstract
Abstract Introduction Access has an important role in the utilization and use of health services. One of the most important factors in increasing access to services is the insurance coverage of individuals. The aim of this study was to evaluate the effect health insurance on health care utilization of the Iranian health insurance people. And the effective factors on it were also identified and classified. Method The present study consists of two sections of systematic and descriptive review. For systematic review, we used Mesh search terms in 2016 Using meta-analysis, the increase in utilizatio was reported and the factors affecting the utilization were classified by means of the vote count method. The second part is a cross-sectional study with a sample size of 420 households from Tabriz with random sampling . The present study is a cross-sectional study with a sample size of 400 households from Tabriz with random sampling. The study was conducted by using a telephone conversation (retrospective information) questionnaire on the rate of utilization of outpatient and inpatint care services among the Irainian health insurers of Tabriz during one-year period. Data were analyzed using descriptive and analytical statistics and analyzed using STATA 11 and EXCEL software. Results The rates of utilization of outpatient and hospital services were 98.49% and 98.75%, respectively. The access rate for outpatient services was 93% and 90%, respectively. Satisfaction rate for outpatient services was 51% and 56% for hospital services. Conclusion The results of this study can guide policymakers and health system managers to provide more quality health services and community needs. And increase the level of access and utilization of health services and protect the family from catastrophic payments. Making patients satisfied and improving the health of the community.
